have looked at timing on newly rebuilt engine
timing pin is located and distributor drive looks about right at 45 degrees
but piston position looks too low???
can anyone tell me if it looks ok?

Bob,
I would say the crank/cam timing is not right, out by a tooth. The pin will drop in just because the wheel has reached that spot. Is there a mark on the flywheel for TDC?

Two areas in this one, dizzy timing and cam timing.
Cam Timing;
If you have the front timing cover off the engine, ensure the timing marks on the crankshaft pully and the cam align. They are a dimple in the cam pully, and a line on the crank pully. If you have the standard 10hp cam, then the timing will be as spec. if you have the 100e cam, then the timing is altered slightly to give a bit more urge at the top and of the revs, at the expense of the lower end. If you need more info on this I can place more here, but for the sake of simplicity, just aligning the marks will do the job.
Dizzy Timing;
Whilst you have the head off, it is an ideal time to determine TDC, mark the bottom pully, and fit an alignment marker to on of the timing cover bolts. Just a section of aluminium sheet will do it, just so that when in situ TDC can be determined easily. Again I have gone for something more accurate than this, but again I can place here.
