A slightly expensive? something unusual for someone? Sadly the vendor does not state if its a twin or 4 cylinder.
In their day these were said to be infinitely preferable to a Morgan

According to Wiki, the 4 cylinder engine didn't start [production] until 1932....

Yes,if it's a 1931 then it will be a twin; Simon Barringer does complete timber kits for the body so that shouldn't present a major problem. Pricewise? Idunno, possibly a bit expensive, but not by too much, although the lack of registration details might put me off.
