That should be possible - a friend of mine was paying business rates and hadn't realised that he did not need to, once he did he applied to the council and had quite a nice rebate.

What a huge waste of time!

I have phoned the local council and they asked me one question, 'do I own or rent another business property?' I don't so answered 'no' and the lady said that's all the information they needed and that I am entitled to 100% rate relief!

A thirty second phone call, there was no mention on the letter about being able to do this.

Another thing she said was that it was too late to stop the payment paperwork, that I had left it late to contact them, the letter was delivered on Saturday and it now Monday!?!?! How on earth could I have contacted them sooner??

That still must be a huge relief to you?
I'd be inclined [being retired, I can] to pass on some feedback [AKA complain?] regarding the letter content, and the lack of alternative information?
Without feedback, they will struggle to improve their service.
Maybe even a strong hint to your local Councillor?

Councils are never easy to deal with, I think it must be that they think if they give out too much information you will know as much as they do, then there would be no need for so many of them.

A few minutes web-searching appeared to reveal that while Councils can retroactively value properties as much as they like, rate relief can only go back one year.
That's how it appears.
That doesn't seem fair or logical to me.
I'm not one, but is it time to ask a lawyer?

The reluctance to give out information is not just the preserve of local authorities....central government is just the same. [One of the reasons for the existence of groups like Age Concern, started off because of a lack of easily understood information that could have meant the individual accessing benefits that otherwise they'd ignore]
Indeed, even commercial companies can be cagey about passing information about their products that could be of use to the potential consumer...if that consumer ends up paying less?

All these organisations are reluctantly being dragged into the world of proffering advantageous information to customers/users...but given the choice, they'd much rather remain silent....it saves them money .

At the end of the day I am hugely relieved to have got it sorted and to know that I don not have anymore bills to pay, it made us a family very angry and uncomfortable with what might have happened. Even my 7 years old boy was upset that we may have to sell off vehicles to make ends meet.

I am still not happy though in the way the information has come across and that it has been up to me to find it out rather than be advised by them.

I did make my feelings known to them over the phone, politely that is, and I have told them I will be contacting them in writing with my concerns.

Hi
A lot of councils no longer have their own staff doing things like council tax and rates and the associated benefits claims.
Many of them have outsourced to C(r)APITA.

Our local district council still has its rates department, luckily. It did mean I could actually talk to someone local.

All comunication here is done with council paperwork and/or in council offices but C(r)APITA employ the people.
This was disclosed by our local paper.
