It looks like a bearing ring remover or replacer given strength by bolting on to something through those wings or a similar keyed ring nut _________________ www.OldFrenchCars.com

It is, wondered if that might be too easy for you lot
For my old Matta. Had to make that in order to remove the valves and springs as they're threaded in to the top of the valve Press down and then turn the toothed bit to unscrew the tappets from the top.
This is from the manual....
