Over here I would guess Franklin Mutual Insurance badge.
Looks like the type of badge that advertised insurance companies and was usually attached to a rear license plate bracket. Also called a license plate topper. Used in the 30's and 40's.

The thing is that it was made in Birmingham so that would tend to rule out the U.S.A.

wasn't there a company in Brum called Fry or similar, sure I've seen that name on the back of a number of badges, key rings etc. Can't help id the badge itself though Confused
