Something similar was done here by a certain Colonel Stephens who ran a number of light railways.

Move down to the K&ESR section and there is a short Pathe Film available (let the Bing ad play first)

Even the modern concept of Road/Railer is not so new.
The LMS had a bus using this system back in the '30s.
