Treating surface rust

Hi all

Across a few of the A40's panels there is surface rust that will need dealing with at some point, before it takes a proper hold. Once cleaned back to bare metal (using various drill/grinder -powered tools), what is the best product/chemical/treatment to use direct onto the metal, before any paint goes on?

I painted the whole thing with phosphoric acid after using abrasive discs to really clean it. The body is painted with epoxy primer. The wings and stuff have been acid coated for several years as i can't do anything to the car now. They are all fine, no rust at all so long as you keep them dry. I used milkstone remover from an agricultural store, even they had to offer it for me. Dirt cheap!

I second phosphoric acid, I use it on all steel prior to priming even if the steel looks corrosion free.
