That would appear to have been scanned from a magazine or newspaper page,
I wonder if said page might be dated around the beginning of April.

I don't think it is an April fool joke tbh, it's no dafter than some of the gadgets we've seen in old adverts. Once upon a time people had an idea like this then made the things in their sheds and tried to sell them, sometimes they were even successful. These days you'd have to faff around writing up business plans and risk assessments then try to get your idea manufactured in China, which gives plenty of opportunities to pour cold water on the madder ideas. How boring...
