Does the full view of the shop give any clues as to the country?

The cars are parked outside the "Seaview" Cafe, Teas and Ice cream shop (location unknown, but looks UK). There's also a sign for Fryco Aerated Waters, a British company.

Well they are clearly all the same make. Having looked at your VSCC & Star photos I'm tempted to suggest that they might be Stars.

The shop sold Gold Flake cigarettes, which along with parking on the left and the architecture would, as per Peter S remark, put it in the UK. Hi res of the other adverts may give clue to date. If the sign to the right of the door says Coca-Cola it is likely post 1920.

I think they are Citroen B12s.

Accepting that these are all Citroen B12's, which, according to Google, were manufactured in Paris, France, 1925-1927, could it be that these are new cars on their way to dealer/s or customers in the UK and the drivers stopped off. Something must have grabbed the attention of the photographer. If the back of the last car on the right is also a Citroen B12, could it also be that they are all different models ? Photos are seldom long and narrow so perhaps a full image may give clues to the location. ?

I think they are basically the same car with three different body styles. They all have the same two bright metal knobs on the access plate below the driver's door.

I think all four cars are B12s; four different body styles suggests to me that perhaps they are on the way to the Olympia Motor Show.

Vauxhall certainly, but my bet is a 23/60 rather than a 30/98 - the wing line is not sporting enough for a 30/98.
