Hi Ian,
I think metal spinners can do this sort of job... just Google 'metal spinning fabrications' or similar....

Have you tried this guy on Ebay? He has lots of different hubcaps in sets. I am guessing they are reproductions or he has sourced a huge amount of "old stock".
