quite bad fog around here today, I couldn't believe how many drivers hadn't put any lights on at all, despite it being a hum-dinger of a pea-souper (apologies for anyone trying to translate that into their own language, hehe)

how difficult is it, or how distracted are some people, not to notice the appalling visibility and think to put their lights on????? amazing

as for foglights on in the rain, or in the dark (or worse both) .. grrrrrrrrr Evil or Very Mad

I assume that you mean the drivers that switch their rear red foglights on in the rain. If you think that its bad in a car, try following them on a motorbike!
