The terminal that the starter wire is on is only a convenient break on it's way to the starter button and will not show any deflection of the ammeter needle.

That looks like it's just a screwdriver and a bit to stop the locking ring turning, Pliers perhaps? Try sticking a screwdriver in the hole and see what moves.

It sounds more like dirty points. The way the horn sounds is the points are normally closed, you press the the button, the coil pulls the diaphragm in and opens the points, the diaphragm pops ... |
