Hi
The stepped roof seems familiar.
Comparing the apparent door height (guessing at where the bottom of the door is) I would think that van is very close if not over the maximum towing length. so I wonder if it isn't actually a mobile holiday home van.
It would certainly have been a challenge for that Pop to pull.

A couple of post war possibilities.
Longmoor Military Railway where army personnel were trained in all aspects of railway operation, whether thhat included transhipment I don't know.
