I've just picked this up on another forum:
SORN and tax changes (good news)

Just a heads-up. From 16th December the rules are changing so that SORN no longer has to be annually renewed, and insurance no longer has to be provided at the time of buying VED (tax disc).

Note that you still have to take out a new SORN if the registered keeper changes.

I think that not having to show evidence of insurance is because it is now checked electronically.

Coincidentally I was only pondering this change to SORN declarations a few hours ago, I remember this being mentioned when the govt changed but wasn't sure if it had yet gone through. Good news and common sense.

About time too as these were announced in the last budget along with 1974 free tax cut-off.

I always thought the production of the insurance certificate was a waste of time since the MID came into use fully with online renewals 5 years? ago.

These docs were so easy to forge and even if it means that if your insurance runs out at the end of the same month as the tax disk then you cannot renew till the 1st. We have 3 cars like this and it is irritating.

There was talk of getting rid of the paper tax disk too as these are dead easy to forge/steal/copy - remember when you had to produce the old one when not renewing at the County Road Tax office or later the local DVLA office (those too will be all gone by 13th of this month)

I like the tax disc, we've had them since the 1920's (I think!) so it would be a shame to get rid of them now.

There shouldn't have been a problem taxing before the end of the month, because the previous years certificate should have had a cover note section for the next month anyway, I know mine did when my tax and VED coincided.

I suppose the continuous insurance requirement has made a physical check of the certificate unnecessary.

On-line it still happens as it did so in October this year even though I tried to renew on the 5th and right up the 31st as MID will not update its database until the paid for insurance commenced on the 1 Nov 2013 when it renewed straightaway.

I emailed MID and DVLA about this and both said in an email to me 4 years ago its because the policyholder could cancel within the 14 grace period prior to renewal of insurance and disk

The new CI rules should stop this as SORN would have to be declared so now no point for it

At one time I used to take the paper certificate to a PO to renew the disk without problem so the Online safeguard did not operate at PO's. I could still have cancelled and returned the certificate yet kept the disk.

The 14 day grace period post expiry disappeared some years ago

My local Post Office does not check the MID when retaxing in person. I was held up there on Monday because a lady had brought in last years insurance certificate by mistake was told they needed to see the current insurance and MOT certificates and could not check electronically.

So all Post Offices will need an internet connection, or (more likely) you will have to retax on line at some time in the future.

I was under the impression that as part of the arrangements for closing DVLA local offices was that Post Offices would be able to cover more of the counter services previously handled by local DVLA offices?

It appears from Brian's observation that this is not the case?

I've had similar issues in the past - my insurance ran out on the 28th of a month, and the tax at the end of the same month. I always used to take the "current" insurance certificate to the PO, until one year they picked up on the fact that it would have expired by the time the new disc started, so I had to bring the new one. The next year I was ready for this, only to have the person at the PO tell me my insurance certificate wasn't valid as it hadn't started yet, and that they needed the current one. From that point until I took the car off the road (for future restoration, of course) I used to take both. Or go to a different post office.

What isn't clear from the above is whether someone who has a car that's already on SORN on Dec 16th (expires Dec 31st) will have to renew it one more time, or whether anything SORNed will automatically have the SORN expiry date removed.

And the answer is - you have to renew one more time. I've just received a V11 form to either tax or renew SORN on one of my cars, so I'll leave it until the middle of next week to do, and hopefully won't have to touch it until it goes back on the road.

Yes, but the loss of the disc means that you can now display an old disc and don't need to show some flashy new type.

Yes I like the tax duscs too,seems to suit old cars rather than all this electronic malarky.

My E-type has worn the 1961 tax disc for 20 years and not a problem since if asked the "real" one is behind it. The change won't stop officious plod treating us like dirt though. Two years back the MOT was two days out of date and I got pulled by an unmarked car. Not a chance to say sorry since he was already spouting the caution and filling in his pad as he got out of the car. I then phoned my MOT guy and two hours later it was road legal again. I seem to remember the "7 days to produce" friendly plod, not someone wearing SS runes on his shoulders. Oh, and he never even noticed the tax disc!

There are good and bad police,same as in every job.
I've been stopped a few times and only once have I really had cause for complaint. I did get a bollocking once for bad driving,made to feel like naughty child in front of my mates. The alternative would have been a fine,endorsement and probably the sack,I was happy with the bollocking.
