Timed fuses like this are typically used for air bursting high explosive rounds just above soft targets in the open (ie people)or for illumination rounds where you want a parachute flare to deploy out from the base of the shell at higher altitudes to light up the ground beneath. |

Well, apparently it is from a British 13 pound shell, and as Miken indicated, is a timed device intended to detonate before landing. I've not exactly figured out quite how it works.
It is a darned great heavy lump of intricately machined Brass and its just astonishing how much engineering goes into just one of what must have been millions of these things, lobbed over the trenches. In addition it seems the whole shell case was in brass too.
