It's not a quiz I genuinely don't know other than they may have been used in vehicle recovery?

They do look like they might have been used with some sort of webbing straps.

I think you may well be right as the rectangular holes are 52mm wide, would accommodate 2" or 50mm straps?

As you say Dave the width of the holes is very suggestive! I wonder if these could have been a technological dead end on the way to the familiar ratchet mechanisms, though looking at the pictures I can't quite think how they would have worked.
