The location was at a former Military camp. Does any of you know the owner of the Fiat?

NO

But I saw it a few years ago, if it is the same one, on the M1 going north at a fair old lick,
It was also raining heavily, the driver was leaned well forward.
I was in my lorry and he/she was traveling at about 55mph.
As the lorries passed he/she would raise a hand as you got level and dropped the hand when you had passed and clear to pull back in.

Braver driiver than I thought I.
