At the risk of undermining my own argument regarding MOT exemption(I am not a skeptic and very much in favour of it), this Land Rover is definitely the sort of anomaly that I think they will have to find a way around.

Hi
I wonder what part of that is dated 1957. or is it like my mothers yard brush, lasted 50yrs and only had 3 new heads and 2 new handles.

Perhaps it was a '57 which had a V8 dropped in it, then someone else gave it an auto box, then rebody it with parts of a defender, now what can we do next, oh yes I know I have a spare chassis around here somewhere.

Even though they are pre 1960 but customized they still have to inform their insurance. I would assume now that insurance premiums for pre 1960 cars could rocket.

Just tried to tax my A7 Special. It's been off the road insured and sorned, but not MOTd for the last two years.

The website said 'no information on car' so I took the forms down to the post office. They told me I had to wait until Friday to tax from 1st December.

I said to take it from 1st November, and they were just starting to write the disc out when 'tax refused' flashed up on the screen. It advised to get in touch with Swansea.

What's this all about?

Update. Have just contacted the DVLA and they tell me I have to apply (with documents) to my local DVLA Office. I have also to fill in a V10. It appears if the new red-fronted reg document has not been issued this has to be done to generate the new info for taxing on-line.

agreed, although I'm no fan of DVLA's phone service, whenever I've had to visit their office they've been very helpful, and prompt with sending out new documents etc.

I have just used their email / Query service; to clarify if my 1957 MGA import requires an MOT or not prior to registration. Believe it or not, you can't actually ask a question Shocked , the topic in question has to be selected, no ability to put free form text anywhere. The reply that comes back is a cut and paste of the information in the topic that was selected for the query Confused i.e. they send you back the exact same stuff that you wanted to clarify in the first place!!

Buried in the reply is a link to another form that does allow 500 characters of free form text and they commit to 3 working days to reply...I should have answer by Monday next week.

I'm still waiting for a reply to a query on three attempts via email from last year, resolved by a visit to the centre in Chelmsford.

Well I got a reply!

This was my Question:
"I am about to register a 1957 imported car, the information regarding a new registration, on your website states that cars over 3 years old require an MOT before they can be registered, as the legislation has recently changed for pre 1960 cars. Could you clarify if I need to get an MOT prior to registering a 1957 car?"


Their reply

Thank you for your email received on 28/11/12. Your email reference number is 1097854.

It may help to explain from 18th November 2012, vehicles manufactured before 1st January 1960 are exempt from the requirement to have a mandatory MOT test.

The decision was announced by the Minister for transport following a Public Consultation in November 2011.

You should check the V5C, this will indicate when the vehicle was registered.

The keeper or driver of the vehicle will still have the responsibility for ensuring the vehicle is in a road worthy condition and safe to be driven on the road.

That email response thing is laughably useless, in fact the Swansea DVLA in general are. I first asked them if I could apply for the original registration of my car, i.e was it attached to a car currently. They told me it was on a retention certificate. I then asked a question along the lines of 'Is there any way to find out the details of the owner of a numberplate currently on retention' telling them I was the registered keeper of the car it was originally allocated to. They told me I could fill out a V888 form and it would give me the details I was after. So far so good. I filled out the form, putting the registration in the box at the top and in the notes stating quite clearly the current registration of the car in question, that I am the registered keeper of said car and that I wanted to speak to the owner of said registration with regard to filling in my car's history. I filled in the cheque and sent it all off.

About a week later I received an envelope containing my form with my cheque stapled to the top. The covering letter read:

Vehicle registration PJN XXX

Your application has been refused because:

- You are not the registered keeper of this vehicle.

Despite my very clear, patient instructions explaining the situation in detail, DVLA drone obviously didn't bother to read any of it, just scanned the registration in the box at the top, checked and rejected it.

On the other hand, whenever I have used the local office at Chelmsford I have been very impressed with the service, the staff there are very knowledgeable and efficient and I think it's an absolute joke they're closing the local offices. The Swansea DVLA are far too incompetent to handle the extra work once the local offices are closed.

On a seperate DVLA rant, I saw a DVLA van doing the rounds in Southend's side streets earlier off the Southchurch Road, looking for tax/insurance evaders. Now everything is computerised this seems like a complete waste of time and resources, when front line services like the local offices are being cut.... Evil or Very Mad
