My first thought is it is a tarpaulin rope attached to the rear wheel. The blue cover can just be seen on the ground on the other side of the car.

Something odd going on with the hard top though.

Hardtop is not fixed to the top windscreen rail, it leans back

Maybe the hardtop is protecting the {erected?} soft top?

Went to a friends yard this morning, he has a few classics and keeps on buying.

One of his more recent purchases is a mid 1960s Albion Pantechnicon truck, we had a good look around that again today.
