I like this, and while not exactly a steal, in the grand scheme of things with regard to the prices of pre-1920 motors in general, it doesn't seem overly expensive. 5.3 litre V8, mmmmmm Smile

What is a "fat man" steering wheel? does it swing out of the way to aid access?

It looks as if it folds upwards. Here's line from another advert.
"The car has a swing-away “fat man” steering wheel, which makes entry and exit very convenient. "
