Yes Rick.
I'm almost certain that it's a late twenties Flatnose Cowley. The Cowley had three stud Dunlop wheels, the Oxford had 5 stud Dunlop wheels.
The low headlights are the same as mine. They are mounted on individual stubs bolted to the chassis and sloping slightly forwards without a cross bar between them.
My bonnet side panels have three vertical rows of horizontal louvres, but I have seen the single horizontal row of vertical ones like the photo.

Further to my previous post, I have attached a photo of the Cowley. You can see the 3 stud wheels and also the low headlamps.

Comparing it with mine, I would say this is a 1927 tourer. Mine is a 2 door four seater but has the top opening screen, low headlamps and single vertical bonnet louvres. Sorry you've had a bit of a wait
