Packard Clipper, probably a 1946/47 model. Could be a 1942 but that is a bit unlikely.

Probably not as unlikely as you might first think ! There would have been a lot of American cars of that age go over to the UK as staff cars during the war and it may just have originally been used by someone of great importance, if it was a lower ranked VIP he would have got a Chev !
