I've been going round websites since breakfast trying to find the answer to a seemingly easy question.
When considering painting a fuel tank with Autotek clear fuel safe laquer,is it better to initially paint the tank with gloss or matt paint (to provide a better keying surface)?
I cannot find Autotek's website to get an answer. I hope you can help!

How shiny the surface is is irrelevant. How you key it to accept the next coat is. 400W+D will do that.

But as the surface is non shiny to start with...there should be no need to 'rought it up'

No - you suggest that you are going to paint the surface. If you do it properly, the finish will be smooth, regardless of whether the paint is gloss or matt. To ensure that any subsequent coat adheres fully and permanently, you need to roughen the surface slightly. Not to the extent that you are removing the finish, but to provide a better key for the lacquer to bond to.
