It's not a quiz I genuinely don't know other than they may have been used in vehicle recovery?

They do look like they might have been used with some sort of webbing straps. |

As you say Dave the width of the holes is very suggestive! I wonder if these could have been a technological dead end on the way to the familiar ratchet mechanisms, though looking at the pictures I can't quite think how they would have worked. |
