I thought hairy tidge railways had some sort of a temporary exemption to this regulation, for ex-BR mk1 coaches?

Heritage railways are, I believe, usually governed by light railway orders, which impose a maximum speed of 25mph. That would not be the case in this instance. There was an accident somewhere involving someone falling from a train (or at least a near miss) where these older coaches were being used on the national network that led to the whole thing being looked at again. People are stupid, unfortunately...

Unfortunately the increasing volume of cotton wool that we wrap people in, continues to dilute mans Common Sense immune system.

I think the answer must be to have passengers sign a disclaimer before travelling.

The main trouble is there are too many public servants with nothing to do but design forms, create new stupid rules about things they usually know nothing about, and they usually lack commonsense. Often they are required to do these things by politicians who lack even more commonsense and practical abilities, just trying to look as if they are doing something to get votes.
