Hi
Many of you have vehicles which are on SORN, or possibly not even known, as still in existence, to the DVLA.
Have you heard about these proposals?

Motor insurance rules in need of a shake-up

The government has been urged to make it illegal to own an uninsured vehicle.

This proposed shake-up of the motor insurance rules comes from the Association of British Insurers (ABI).

The ABI believes the government needs to get tough with drivers, who don't insure their vehicles to improve road safety and protect law-abiding drivers.

Under the proposals being the owner of an uninsured vehicle would become a criminal offence.

At the moment it is illegal to drive a car without insurance, but offenders have to be caught in the act.

Makes you wonder what all these spy cameras are for, if they need to introduce this doesn't it.

Going to be an interesting conundrum for transport museums if they don't have a voice in this proposed development.

Interesting that the proposal comes from the Association of British Insurers. Vested interest?? Maybe they could find someone in the House of Lords to help push it through. Laughing

My serious question is when is a motor vehicle not a motor vehicle? A friend of mine used his rotting Standard Atlas as a chicken shed for years. Does this proposal mean that he would have to insure it??

If it is not on the Swansea database or has never required a Sorn with the "new" system then it cannot be taxed or insured anyway.

It is just another way that the law abiding will pay for those that do not and they will still find a way round it.

The requirement to ensure that all vehicles that are not Sorned must be insured is easy to police and there is no excuse but it would still be possible to bypass this by cloning plates as is often done already

Afaik this only applies to cars used on the road or with lapsed insurance, not those genuinely SORN'd.

A friend just pointed out the pre-1998 exemption to me:

"exemptions to help classic car owners :

1. If you have decalared your vehicle SORN (the Statutory OFF Road
Notice that says you are promising not to use the vehicle on the
road), then you will NOT need to insure the car. So those of us
that lay up a classic car for a while - either for winter or for
restoration - do NOT need to insure it.

2. There will be a similar provision for classic cars that have
been off road continuously since January 1998. This is because
owners of these cars don't have to declare SORN under the SORN
regs. Provided these cars stay off road then they don't need to be
taxed or SORN or insured."

It is worth reading this on the Federation of British Historic Vehicle Clubs web site - Consultation on Regulations for the Introduction and Operation of a Scheme for Continuous Insurance Enforcement of Statutory Motor Insurance.
