Vintage car part..is it an ash tray?

Does anyone know what this little heavy brass object is? Could it be an ash tray for a vintage car? the cylindrical piece I am sure fits into a slot so that it could swivel.It is about three inches high at the back 2-3" sides of container.
Or has it come from a train? Pat

I am having a bit of trouble working out what it looks like in 3D !
