This was quietly slipped into the last budget (refers to modern vehicles)

As there was no mention of the historic class, my heart started pounding until I found this:

All seems the same as previous years except I noticed a change to the regs as I thought applied, in bold below.

• Vehicle Registration Certificate (V5C) – This must clearly show a date of registration or manufacture of the vehicle before *1 January 1973. If you do not have a V5C or if you think the age shown is incorrect, you will need to produce a dating certificate from a vehicle enthusiasts club or evidence from the vehicle manufacturer.
*Note: Where a V5C indicates that the vehicle was registered up to and including 7 January 1973, we will let you register it as a Historic Vehicle.

You used to be able to get Historic Vehicle Status if you could prove that the vehicle was MANUFACTURED prior to 1/1/73. I did this with a Rover 2200TC that was first registered on 20th February 1973, as a booklet I bought from the British Heritage peple at Gaydon showed from its chassis number that it was made in the second week of December 1972.

Anybody know when this change was introduced?

As far as I am aware it was always thus. In the Jaguar world you've always needed a heritage certificate from the JDHT to prove the build date of the car to apply for historic status. If not available from certain manufacturers, the cjhassis number can usually be verified by the respective club as regards the build date. It has to be said that Jaguar are very helpful on this and we've dealt with a number of cars imported from the USA for example without any problems.

I had an interesting one last week.

I took a Wolseley 1300,registered 05/03/73 for an MOT.

When they entered the chassis number and reg number into the computer, "computer said" first registered in 1971. :

No it is not a" ringer",its a genuine one owner car,the log book has the same chassis number and engine number, everything talies up,but says 1973 ?

What is going on here,I am going to try for historic status.

That's interesting Gresham - whilst I hope you're successful in achieving the historic status, I wonder if the DVLA would resolve your existing registration number being that vehicles cannot display registration numbers that are "younger" than the actual vehicle itself.

Not a big issue in itself if it's registration number isn't of "value" to you personally, but might prove complicated if it is.

My little book that I refer to above states that the first chassis number in 1973 for a Wolseley 1300 Mark 2 is

W-A4S5 44429-M

So if your car is lower than this number, I would suggest that under the old rules, your car would have been granted Historic Vehicle Status without argument.

I would be interested to hear how you get on with the DVLA.

On the numbers you quoted,, chassis numbers started WA4S5.

Mine starts WA4S3.

But the rest of my number is higher than the one you stated.

What does the WA part stand for.

There was a time you could phone the local DVLA office direct,now you have to go via Calcutta

When I was a "lad "someone in your street either worked at the DVLA,Passport Office,GPO,Parcel Depot ETC and favours got carried out

I even had a friend who`s wife worked at the local DVLA office,I would take documents round to his house in the evening,next day the item was dealt with,SORTED !!!!

If I purchased a new motorbike or car I would have a list of the new numbers being allocated,and choose my own.

Bring back those pre boom or bust years.
