A fleet of J40 pedal cars used to teach the basics of roadcraft to youngsters, in the USA. Here, the J40 was known as the "Phoenix Light Trainer".

Thanks Rick. Quite an interesting piece of film, especially with the unmistakable voice of James Stewart telling the story.
