Hopefully I can explain this easily. I am building a project car. No V5,No chassis number, chassis is easy to identify from pics, axles and brakes from another car, engine gearbox from another make, body work etc. All the parts are from early to late 30's. So my chances of an age related next to nothing?
If it goes to Q plate does that mean all the expected bits etc for a modern car apply to this machine or do they recognise its an older vehicle and make exceptions. Of course that last statement is tougne in cheek as we are dealing with the DVLA Sad

I believe the car will have to pass an IVA test (Individual Vehicle Approval) used to be SVA, not as stringent as a modern mass produced car would need to achieve, but I think there may be a challenging emissions test? Unless you can prove the date that substantial part of the vehicle was made, you won't get an age related plate, without a chassis number I suspect this would be challenging..

Good luck and keep us posted

Dave

It's not my area of interest, but I believe Dave is broadly correct in what he says about the IVA and so on. However, it strikes me there might be another way around the problem. If you have a complete, finished car, built using 30's components, I'm guessing you've probably built it up as it might have been done "back in the day"? If so, I would try presenting it as a car that was built, used and laid up well before the DVLA was created and the records were computerised, that you've then taken on a a restoration / recommissioning project. Who's to say it's not, really - you're not using your real name on the forum - and you could effectively bypass an awful lot of beurocracy... Wink

I think you'd need an original chassis number and knowledge of what the chassis came from (in order to date the chassis) to get an age-related plate, as the others have mentioned. Is there definitely no number on it anywhere? have you taken it back to bare metal?

Yep taken it right back. I know what chassis is from, and I know that manufacturer put the chassis number etc on a plate on the bodywork, of which there is none. I have the number plate but that's no proof and the archives for that particular era/district were destroyed thanks to the ever efficient German air force.
The idea put forward by Bitumen Boy has crossed my mind Wink. Still a long way off this problem but you have to plan

If you know the original chassis number, or a near and passable equivalent, I am sure that a set of number punches would be a worthwhile investment- just make sure the number is visible when the car is fully assembled.

Hmmmm sounds a little naughty I like it Smile Of course if you could lay your hands on a V5 from down the pub that would work as well-just joking honest officer

My apologies just joking. I had a poke about the IVA manual looks like a lot of work(some exceptions allowed for old cars like the emissions)
One question if there are exceptions for older cars how do you prove the age if like me you have no V5. The engine I can date but the chassis there is no number(I know its obvious its a pre 75 but just playing devils advocate)

I was wondering that too....if a vehicle needs an IVA it's because it has no identity; so the age can't be determined...how would the DVLA differentiate between say a rebuilt Austin 7 that had no identity and a project like your own, or would they both be treated as "new" built kits cars?

Also if they do in fact treat them as 'new kit cars' how can they ever meet current build standards re safety etc. They allow exceptions for emissions but not sure what else without reading the whole manual which makes war and peace look like a daily mail article

I don't believe that you have any chance of getting an age related plate without evidence of original registration such as a registration document, possibly pre-V5 or an old tax disc. And then only with dating certificate from an accepted person and records of the original vehicle have survived in some council office somewhere (remember that pre-DVLA registrations were allocated by local authorities - many records now destroyed).
There is a page dedicated to this theme in "The Old Bike Mart". A monthly publication dealing obviously with bikes, but the theme and pit-falls are the same. Worth a look though to get the "picture".
The car in my avatar is essentially a Triumph Vitesse and has an age related plate and though the records of original registration were "lost" I did have the original card log-book.
Though the original Triumph had never been on the DVLC system, the log book "saved the day".
