Does it mean that vehicles from the opposite direction are not permitted to change lane but for your direction you are permitted to use any lane providing it's free of traffic?

Has to be along those "lines" Wink ..... but if you have the solid white line on your side, you shouldn't be in the middle lane, so what purpose the solid yellow.

Have only seen this configuration in a North East Quebec. About 2 Km (1.2 Miles) later the pattern reverses Left to Right.

And, you can’t pass on the right on highways in Quebec either.
