Smells a bit fishy if you ask me.....this popped up on a local buy and sell today:

It is a fraud./cybercrime could be fake licences or just a way fo getting people to contact them via computer and thus getting infected.

Talking of licences...
I spent my working life overseas in many countries. One thing I saw happen twice (some years ago) was the following. A colleague (normally young) would turn up without a drivers licence. Learnt that the local government would exchange a UK licence for a local one. Said colleague would promptly apply for a UK provisional. Upon receipt this was submitted for exchange for a local one. I know of two cases (in two different countries with different colleagues) where a full local licence was issued.
Colleagues then "legally" drove and were able to subsequently exchange these licences in 3rd countries.
I do not know whether they were ever able to exchange their foreign licence for a UK one. Were there any reciprocal arrangements with other countries that allowed this? |

I doubt it. I'm sure I read somewhere that if you want to exchange a licence from a country where automatic cars are common - the US, say - you'll only get a UK licence to drive automatics unless you can prove you had a full manual licence in the past . That even holds good if you originally passed here and got a full UK licence, I believe - the DVLA don't keep a record of it and the onus is on the driver to prove it, which I imagine could be difficult. |

After moving to Canada, I was able to exchange my licence for a Canadian one.
including Motorcycles.
We have one daughter, now living in California, from Canada, who had to take a written and driving exam. I haven't checked on this. but licences are State specific and other States may not require the test. |
