My first thought is it is a tarpaulin rope attached to the rear wheel. The blue cover can just be seen on the ground on the other side of the car.
Something odd going on with the hard top though. |

Maybe the hardtop is protecting the {erected?} soft top? _________________ Dellow Mk2, 1951 built, reg 1952.

Went to a friends yard this morning, he has a few classics and keeps on buying.
