Heritage railways are, I believe, usually governed by light railway orders, which impose a maximum speed of 25mph. That would not be the case in this instance. There was an accident somewhere involving someone falling from a train (or at least a near miss) where these older coaches were being used on the national network that led to the whole thing being looked at again. People are stupid, unfortunately... |

The main trouble is there are too many public servants with nothing to do but design forms, create new stupid rules about things they usually know nothing about, and they usually lack commonsense.
