I'm now retired and the project is in a 'go' phase again. I'm close to painting BUT
I did the metal prep and priming about 10 years ago. it's rubbed down. My worries are
1. that apparently primer takes in atmospheric water and that can affect the blooming top coat (I plan to use cellulose for originality and ease of use/speed) Can I dry out the primer by baking the car with an infra red heater to drive any water/humidity out of the primer?

2.Also some small patches of primer have been oil contaminated. is there a reasonable way to clean out the primer, would overpainting another coat of primer work, is there a sealant.

Have I just landed on a snake in restoration snakes and ladders and its back to metal and go again?! Or go to jail, do not pass go!

Oh the project is a 1933 Singer 9 Sports 4 seater, bought as a crate of parts over 20 years ago

I would take it back to bare metal and use an epoxy primer. If the car has been left in primer for as long as you say, it would be advisable to wipe the bare metal over with phosphoric acid. Make sure it is cleaned off before applying the primer.
