Rick, as no-one else has offered an opinion, here is what I see.

The body could be one of several cars of the period, as can the wheels, which look like Sankeys to me. Even the lamps are generic (C.A.V.?)rather than make-specific.

Rover had a distinctive shape at the header tank to core joint on the radiator, it was 'stepped' at the corners, representing the upper part of a shield. The photo is not quite the right angle to prove or disprove, in a definite way, existence of the steps, however there is no real evidence of them.

At one point I thought maybe a Crossley, but even though it has a moulding on the top tank just below the filler neck, it lacks the 'dip' in the centre of the tank/core junction.

Of course it is correct Rick because I suggested it on the VSCC site! The give away is the mounting of the headlights to the radiator shell.

I'll buy you a pint or two if I'm wrong ----
